Tidal flooding was causing problems in Norfolk on Thursday night, with the high tide coming in around 9:12 p.m. Some areas that experienced drastic flooding included West Olney Road, Hampton Boulevard and Jamestown Crescent, forcing drivers to turn around or risk driving through high water.
